Changes to Parts A (Structure) and C (Site Preparation) will be introduced in October 2013 with the important announcement on the new Part L (Energy Conservation) has been confirmed for April 2014. 

These keenly awaited Part L changes form the next step in enabling the ambition of Zero Carbon homes by 2016 and Zero Carbon non-domestic buildings by 2020, these 2014 changes are less than those expected in an attempt to reduce the cost burden on the industry at this time.

The new regulation ‘transitional provisions’ will be announced shortly to support these changes.

It should be noted that these new targets will be able to be delivered without the contribution of renewables. Building fabric performance and services efficiencies have been assessed and shown to be able to provide the necessary energy savings without having to install solar panels or other renewable sources of energy.
