The 2013 Part L changes form the next step in enabling the ambition of Zero Carbon homes by 2016 and Zero Carbon non-domestic buildings by 2019.

The new 2013 Part L regulations are due to be coming into effect on the 6th April 2014.

The targets for new buildings are:

It should be noted that these new targets will be able to be delivered without the contribution of renewables. Building fabric performance and services efficiencies have been assessed and shown to be able to provide the necessary energy savings without having to install solar panels or other renewable sources of energy.
